Law department of QingHai Nationalities College began recruiting students in 1982. In 1984, law department was established. Its name was altered for legal science department, and altered formally for school of law science in June 6, 2005. School of law science which belongs to first bulk legal schools and departments after reforming and opening of China, is a key and superior discipline of QingHai province which has multi-level education consisting of graduate student education, undergraduate education and adult education, is important base which develops special talents about legal science.
      In the past 20 years, school of law science of QingHai Nationalities College has developed and carried 12 hundreds undergraduate students and thousands of adult students. Graduated students has taken up jobs in wide areas in which ethnic minority living. They almost became backbone and hard cone of these areas. In recent years, the school of law science insists on the thought of development of disciplines and specialties that structure must be optimized, important points must be stressed, connotation must be developed and superiority must be held, combining closely teaching and study of science and organic unity of theoretical teaching and practical teaching, pays attention to developing practical ability and creating quality of students and got a series of teaching achievements. The school of law science has 27 full-time teachers, in which 7 teachers are professors, 13 teachers are vice professors, 2 teachers have gotten Ph. D, 16 teachers have gotten Master. In addition, 10 famous jurists in QingHai province and other provinces have been invited visiting professors and professors holding two or more posts concurrently. The school of law science has more than 500 students who specialize in different specialties, in which 30 students are graduate students, 490 students are undergraduate students. There are more than 8 thousands books and materials in library, in which there are more than 80 sorts of Chinese and foreign learning issues that supply high quality service for teaching and study.
Establishment of Disciplines and Development of Talents
       Regarding establishment of disciplines, development of talents and market requirement as leader of all works, essence and orientation respectively, the school of law science deals with relations between scale and benefit, teaching and scientific study, reform and development correctly, drives ahead teaching reform containing teaching ways, teaching contents and teaching means which leads to steady improvement of teaching quality. The school of law science attained power of granting master degree of science of civil and commercial law in 2000, power of granting master degree of jurisprudence and power of granting master degree of science of economic law in 2006. Since recruiting graduate students facing toward nationwide in 2001, the school of law science has paid attention to developing practical and creating abilities of students, makes the selected topics, examination and defense of degree dissertation strict, carries high level and special legal talents to society under developing model of“leaning＆studying”. Undergraduate students are important points of talent development in the school of law science. In 2002, the school of law science began to recruit students facing toward 23 provinces in nationwide according to the principle of establishing special orientations under big legal science, develop special legal talents who master basic theories, basic forward position, basic technical abilities systematically and managing rules of laws under market economy, have more high legal consciousness, creating abilities, deep and thick scientific accomplishment and quality as well. According to developing model of“specialty and foreign language + ability and quality”, the school of law science encourage students to study other specialties, major in double-degree, join in the entering test of graduate students. Paying close attention to teaching in classes, the school of law science attaches importance to teaching in practice which includes discussing cases, organizing imitating courts and competition about thesis, joining in discussing local legislations and practical actions, etc. in order to embody requirement of strengthening bases, reinforcing practice, attaching importance to scientific research, encouraging creation. In many years, 90 percent of undergraduate students in the school of law science are qualified, 10 percent of them are excellent. The discipline of legal science was determined high level important discipline in 2003, becomes superior and distinguishing discipline which is established vigoroously by QingHai nationalities college. In 2004, institution of legal science of QingHai province was founded, in which Ph. D of legal science from Japan, professor Wang Zuo-quan undertakes the position of master of institute, which makes the school of law science become leader of legal education and important base of scientific research of law in QingHai province. In 2003, the course——science of civil law was determined one of first bulk of top qualified courses of provincial level in QingHai province. In 2004, the course——science of economic law was determined important course of provincial level.
      Establishment of disciplines drives the establishment of the team of teachers. The team of teachers having high qualify and ration in structure, in which experts of national level and teacher of candidates are regards as the core, teachers having job title of high level are regard as the main subjects, and teachers having master are regard as backbones, has founded. The team of teachers of school of law science has more and more important position in internal and external QingHai province.
Research and Exchange of Learning
       The school of law science attaches same importance to teaching and scientific research, constructs good environment of learning, has obtained a series of achievements about research in fundamental theories and teaching practice. Many achievements about customs of original inhabitants have come out, which produces greater influence in learning field. In resent years, the teachers of school of law science have published more than 200 dissertations in internal or overseas learning issues and 10 monographs (teaching materials), obtained 8 rewards above provincial level, undertaken and completed 1 studying projects of national level, 1 important studying project of education department, 1 important studying project of judicature department, 5 studying projects of planning office of philosophy and social science of QingHai province and 8 studying projects of association of legal science of QingHai province. In 2004, legal science institute of QingHai province and national college of justices settled in school of law science, which improves learning influence of school of law science in further.
In recent years, external exchange of learning of school of legal science expands gradually. The school of legal science exchanged learning closely and cooperated with Beijing University, Politics and Law University of China, Shan-Dong University, ZhongNan University of Economy and law, Northwest Politics and Law College, schools of legal science of nationalities colleges throughout our country, high court of QingHai province, etc. Famous specialists of schools of legal science of The University in Hokkaido, Waseda University and Hitotsubashi University in Japan developed learning exchange with our school one after another. Since 2003, the school of legal science undertook some national seminars, such as“The 4th seminar of advanced theory of economic law”,“The first learning seminar of folk law and custom”etc., sponsored the first seminar of advanced theory of legal science of QingHai province. All these actions obtained praise of internal and external QingHai province. At the same time, the school of legal science appointed more than 20 persons (seconds), with dissertations, to join in high level learning meetings, such as national annual meeting of economic law, annual meeting of commercial law, annual meeting of criminal law, annual meeting of labor law etc.
Quality Education and Campus Culture
      The school of legal science takes establishment of general mood of teaching and learning seriously, attaches importance on quality education and occupational training. According to perfecting installation of courses, organizing train of imitated courts, developing activities of campus culture, etc., the school of legal science promotes general quality and occupational morals, carries lots of special talents for society. After establishment of department of legal science, the school of legal science developed 15 graduate students and 1,300 undergraduate students and technical students, the most of whom have become mainstays in public security bureaus, procuratorates, courts, professions of lawyers, some of whom either have become leaders of different positions, or have obtained social public approval in teaching and studying. In order to realize purpose of developing talents, the school of legal science organizes a“learning cultural month activity of college students”which includes lecture competition, discussion competition, course of lectures, learning works, etc. every years, organizes an imitated court and a legal propagation every month, has established 6 bases of practice for students. The association of students of school of legal science founded the issue——“ZhongLiu”,which issues one time every semester, until today, about 200 papers has been issued on“ZhonLiu”. In 2004,“law assistance central of QingHai nationalities college” was founded in school of legal science, which recruits college students to supply service about laws for persons in inferior position, installs hot line——“12355”with youth corps of communism in QingHai provincial Party committee in order to maintaining rights of youths, and in further, supplies college students for opportunities to service society and improve abilities. Because of taking the train of general quality of college students seriously, the school of legal science obtained the first in series of college-student campus culture activities named “Challenge Cup”in continuous years, continuously obtained the first and the second in competition of Jing-Fan scholarship among college students specializing in legal science throughout QingHai province in recent 4 years. As a result, a batch of excellent students who have well ideological quality and professional quality, stronger practical ability and creating spirit has emerged.
